The recent National Mine Safety Production Work Conference proposed, in accordance with the deployment of the National Emergency Management Work Conference, to thoroughly implement the "Opinions" issued by the General Offices of the CPC Central Committee and the State Council, further comprehensively deepen reforms in the field of mine safety production, promote the three-year action plan for fundamentally addressing mine safety issues and the implementation of the "eight hard measures," strengthen source control, process management, and emergency management, vigorously promote law-based security, technology-driven safety, and talent-driven safety, emphasize responsibility, improve capabilities, and continuously promote the whole-chain governance of mine safety, effectively preventing major and serious mine accidents. This has pointed out the direction and provided guidance for doing a good job in mine safety production throughout the year. Mine safety production is related to the safety of people's lives and property, and to the overall economic development and social stability; it is the top priority of safety production. Faced with a more severe and complex mine safety production situation, we must adhere to the principle of putting people first and life first, adhere to the general principle of seeking progress while maintaining stability, adhere to the overall planning of development and safety, and strive to promote the transformation of mine safety governance model towards pre-emptive prevention, so as to ensure high-quality economic and social development through high-level mine safety. To ensure high-quality economic and social development through high-level mine safety, we must prioritize key areas and implement the "Nine Major Tasks" in a practical manner. We must comprehensively advance the three-year action plan for addressing the root causes of mine safety issues and ensure the thorough implementation of the "Eight Hard Measures," accurately identifying the root causes, targeting the most critical aspects, implementing solid measures, and pooling our efforts to achieve lasting results. We must focus on proactive management of major disasters, implementing comprehensive measures including human, technological, engineering, and management-based prevention for different types of disasters, preventing problems before they arise and addressing them before they escalate. We must strengthen the construction of a dual prevention mechanism, enhance process control, improve risk assessment for the "seven types" of mines, manage major risks in a tiered and categorized manner, improve the "one database and four mechanisms" for investigating and managing major hidden dangers, and uphold the principle of "cultivating safety through culture and educating people" to enhance safety management. We must rigorously monitor, warn, and handle risks at different levels, strictly investigate and handle accidents, and conduct in-depth warning education to ensure that every mine receives a warning after an accident. We must strive to improve the quality and efficiency of supervision and inspection, improve laws and standards, implement tiered and categorized supervision and inspection, and promote the transformation of supervision and inspection from quantity to quality, ensuring strict, standardized, fair, and civilized law enforcement. We must vigorously enhance the development level of new-quality productivity, strengthen the foundation with science and technology, coordinate the industry's scientific and technological resources to carry out scientific and technological research, steadily promote intelligent construction, strengthen scientific and technological support and guarantees, and promote safety through science and technology. We must vigorously improve the safety awareness of employees, focusing on safety training, personnel allocation and management, implementing measures to strengthen the foundation and promote talent-driven safety. We must adhere to the principle of inspecting enterprises and verifying government policies, supervising government and promoting enterprises, and comprehensively solidify the responsibility for mine safety production. We must comprehensively improve the level of supervision and inspection, coordinate the training of supervision and inspection teams, strengthen the selection, training, management and use of supervision cadres, and effectively reduce the burden on grassroots levels. The journey is long and the wind is strong; the responsibility is heavy and we set off again. In the new year and on the new journey, the vast number of cadres and workers on the mine safety front must always maintain the vigilance that "one mistake can lead to utter ruin," implement all tasks with a nail-driving spirit, prioritize practicality and action, accelerate the high-quality development of mine safety, and provide strong safety and mineral resource guarantees for promoting Chinese-style modernization.
