On November 4, the Party Group of the National Mine Safety Administration held an enlarged meeting of its Theoretical Learning Center Group to collectively study and discuss the "Constitution of the Communist Party of China," General Secretary Xi Jinping's important expositions on work safety, and the "Several Provisions on Rectifying Formalism and Reducing the Burden on Grassroots Levels."

The meeting pointed out that the Party Constitution is the fundamental law of the Party and the general rule that the entire Party must follow. It is essential to study and implement the Party Constitution wholeheartedly, deeply, and practically, firmly establishing Party consciousness, member consciousness, and Party Constitution consciousness, maintaining a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core in thought, politics, and action, and consciously setting an example in studying, abiding by, implementing, and safeguarding the Party Constitution. It is necessary to identify gaps and implement rectification measures in accordance with the Party Constitution, deeply reflect on the various errors and omissions that have recently appeared within the system, as well as long-standing deep-seated problems, and comprehensively examine all behaviors that violate the original aspiration and mission from the aspects of concepts, thoughts, actions, effects, style, and capabilities. It is crucial to effectively address problems such as lack of attention, inaction, shirking responsibility, lack of thought, lack of effort, and lack of effectiveness, and to carry out rectification with real action and tough measures. The Party Constitution should be taken as the fundamental guideline for conduct and work, used to strengthen Party spirit, and to educate and guide all Party members and cadres to be fearful, respectful, and restrained, to be reliable people, do reliable work, and uphold reliable positions. The Party Constitution should also be taken as the fundamental principle for advancing the Party's governance by rules and regulations throughout the system, with persistent efforts to strengthen the abolition, revision, establishment, and interpretation of regulations, and to integrate the "management, governance, and punishment" chain. Furthermore, the Party Constitution should be taken as the fundamental requirement for transforming work style and taking responsibility, thoroughly rectifying "laxity, weakness, and superficiality," and promoting a work style that is rigorous, tight, firm, proactive, practical, and meticulous.

The meeting emphasized that General Secretary Xi Jinping's important expositions on work safety are rich in content and profound in thought, providing fundamental guidance and a roadmap for the entire system to do a good job in mine safety work in the new era. Efforts should be made to promote the concretization, precision, and normalization of political supervision, continuously improving the political judgment, political understanding, and political execution capabilities of Party members and cadres throughout the system, refining and improving each point, reviewing and implementing implementation records, and ensuring that the spirit of General Secretary Xi Jinping's important instructions and directives is consistently implemented. We must vigorously promote the transformation of mine safety governance models towards pre-emptive prevention, improve the risk and hazard investigation and rectification mechanism and accountability system, and establish a proactive disaster management system. We must closely monitor all key links and nodes, tighten and implement the mine safety production responsibility system, and strictly prevent a situation where "top-down enthusiasm is met with indifference," "self-serving actions," and "the same old story continues." We must deeply learn from the lessons of the recent series of mine safety accidents, maintain a high-pressure stance against illegal activities and violations, conduct thorough and in-depth investigations, resolutely correct behaviors such as feigning inactivity, feigning awareness, feigning action, feigning success, and feigning remediation, and vigorously promote the three-year action plan for addressing the root causes and the strict implementation of the "eight hard measures" to prevent major and serious accidents.

The meeting pointed out that the formulation and promulgation of the "Several Provisions on Rectifying Formalism and Reducing the Burden on Grassroots Levels" fully demonstrates the firm determination of the Party Central Committee with Comrade Xi Jinping at its core to consistently and comprehensively rectify formalism and reduce the burden on grassroots levels. We must strictly streamline documents and meetings, issuing fewer, shorter, and more effective documents, and holding fewer, shorter, and more effective meetings, preventing the use of formalism to "rectify" formalism. We must strictly coordinate and standardize supervision, inspection, research, and assessment to avoid multiple, repetitive, and concentrated efforts at the grassroots level. At the same time, we must prevent the use of reducing the burden on the grassroots as a pretext for sham enforcement or ineffective enforcement, and genuinely improve the quality and efficiency of law enforcement, continuously enhancing its accuracy and penetration. We must strictly regulate the secondment of cadres, integrate government application systems, and clean up WeChat work groups to truly reduce the burden on the grassroots.
