We must strengthen political execution, coordinate the three-year action plan for fundamentally addressing mine safety issues with the integrated implementation of the "eight hard measures," focusing on key regions, key enterprises, and high-risk mines. We must thoroughly analyze and examine the prominent problems and targets in the implementation process, strongly urging responsible entities to effectively rectify and reform, ensuring that the hard measures are fully implemented and effective at the mine frontline. We must continuously improve the pertinence, precision, analytical depth, penetration, and effectiveness of inspections and enforcement, strengthening closed-loop enforcement against risks and hidden dangers. We must focus on risks, address hidden dangers, and pursue rectification. We must not only handle and punish according to laws and regulations but also guide and assist enterprises in rectification and improvement, helping mine enterprises overcome difficulties and effectively enhancing the efficiency of supervision and enforcement. With a strong sense of responsibility, we must meticulously manage major disasters, focusing on proactive prevention and improving personnel quality and skills. We must urge mine enterprises to thoroughly investigate systemic, persistent, long-term, recurring, and persistent hidden disaster-causing factors and implement proactive and effective governance measures, improving risk identification, control, and disaster management capabilities. We must resolutely rectify all kinds of reckless and illegal command and operation behaviors, adhere to zero tolerance for illegal activities and violations, and resolutely crack down on illegal and unlawful acts such as "seven falsifications, five excesses, three concealments, three omissions, and two guarantees."
