Regarding the efficient and steady advancement of legislative work, the National Mine Safety Administration has vigorously promoted the revision and formulation of laws, regulations, and rules in the field of mine safety. In addition to the already implemented "Coal Mine Safety Production Regulations," it has accelerated the revision of the "Mine Safety Law of the People's Republic of China," the "Coal Mine Safety Regulations," and the "Regulations on the Supervision and Management of Tailings Dam Safety," all of which have achieved phased progress. Regarding the continuous strengthening of the top-level design of standard work, the State Administration for Standardization and the National Mine Safety Administration jointly issued the "Guidelines for the Construction of the Mine Safety Standard System" on December 26, 2024, which plays an important role in further integrating and optimizing existing mine safety standard resources, increasing the supply of urgently needed standards, and improving the mine safety standard system. The National Mine Safety Administration has also established a Technical Committee for Standardization of the Mine Safety Industry, effectively ensuring the efficient and orderly development of mine safety standards. Regarding the continuous increase in the supply of urgently needed standards, it has focused on key areas and actively solicited standard formulation and revision plans. Following the issuance of 65 mine safety industry standard formulation and revision plans in 2024, it recently issued another 73. Since 2021, the National Mine Safety Administration has announced and released 37 mine safety industry standards, including the "Outline for the Design of Safety Facilities in Non-Coal Mine Construction Projects" and the "Specification for the Survey of Hidden Disaster-Causing Factors in Mines," and has promoted the issuance of 11 mandatory national standards, such as the "Safety Regulations for Metal and Non-metal Mines" and the "Safety Regulations for Tailings Dams," providing effective technical support for mine safety production. In terms of comprehensively promoting other work related to administration according to law, it strictly implements the relevant requirements of the newly revised Administrative Reconsideration Law, organizes the revision of the "Measures of the National Mine Safety Administration for Administrative Reconsideration and Administrative Litigation," further standardizing the handling procedures for administrative reconsideration and administrative litigation cases in the mine safety supervision system, and giving full play to the main channel role of administrative reconsideration in resolving administrative disputes. The administrative licensing work in the field of mine safety production has been comprehensively standardized, and the "Notice of the National Mine Safety Supervision Bureau on Further Strengthening the Administrative Licensing Work for Non-Coal Mine Safety Production" has been formulated and issued to strictly regulate the safety access of non-coal mines.

Regarding the solid implementation of legal publicity work, the publicity of mine safety laws and regulations is carried out on a regular basis.
